Should the police who used pepper spray on seated, non-violent protestors at UC-Davis be prosecuted?
IMHO, absolutely. What they did is tantamount to torture and the officers should be prosecuted by the federal government.

Before leaving this well-ploughed field, it may be worth recording that the Campus Police Lieutenant resorted to pepper-spraying the bowed heads of seated protestors because he was frightened.
There was no clear avenue for retreat, so he responded with extreme violence. Perfectly normal animal behaviour.
