New Warm Home Discount
The BBC has been reporting that this government's new Warm Home Discount has a limit to the amount of funds available to it and some power companies will be running it as a first come, first served scheme...

Warm Home Discount replaces the current social tariffs provided by the energy firms to help customers on low incomes.
More than half a million pensioner households will get £120 off their bills this winter.
But other people suffering fuel poverty may miss out because of caps imposed by other energy companies.
Changing subsidies
While many pensioners qualify automatically for fuel poverty subsidies, other people have to satisfy a number of other criteria.
To be eligible most firms require customers to be in receipt of a means tested benefit, and either have a child under 5 or in receipt of disability benefit.
But Radio 4's Money Box has learnt that the companies set limits on the number of people they are prepared to offer subsidies to.

EDF Energy will offer subsidies to about 45,000 customers.
And according to EDF energy policy manager Valentine Mulholland, it will be a case of "first come, first served" for the rest.

I am not sure exactly what the rules were, or if indeed they have changed recently, but what I can tell you is that last December we had the whole house insulated ( cavity wall insulation ), and although we are not entitled to any benefits what so ever, the government paid a portion of the bill.
The cost to us was £250.00 for insulating a large 4 bedroom house, and we have already got that money back in the savings we have made on gas and electricity consumption, infact having just looked at our energy tracker on line from e.on, we are down every month, and during the winter months by almost 30%, so much so that our current energy bill is in credit by over £100.00.

We put in a new condensing boiler - old one blew up! Cavity walls and those stoopid lightbulbs
YES we are using LESS electricity
BUT!
With 26% price hikes year on year we are NOT spending any LESS money on heat.
I agree that if we had NOT had the work done, we would be paying more for heating but to say we are SAVING is a bit of a misnoma.
The power companies are laughing all the way to their Camen Island Bank Accounts.
I want to see the British Prime Minister - any British Prime Minister do a "Sarcozy" and ORDER them to LIMIT RISES to 2% like wot he (Sarcozy) has done for the French, for the last how many years!

National discount schemes usually have as much substance to them as a politician's promise.
Five years ago, the BBC was required by government to set aside several millions from the Licence-fee income to help the elderly make the necessary changes from analogue to digital TV reception. In 2008 it was decided that most of that money could be diverted to pay for things like The World Service instead.
Now the only way to get "change-over" assistance is to pay £40 for it.
Why am I not surprised?

We live in a house that, until last year, had those horrid aluminum slider windows that were invented in the sixties or thereabouts. With energy prices being what they are, how can someone justify having ALUMINUM connecting the inside of your house to the outside of your house? A year ago, we took the plunge and bought some new technology windows and doors. What a difference in quality of life in the house. As you said, the price savings may not be noticed because the price of energy keeps going up ... and up .... AND UP .... AND UPPPPPPPPPP! I guess my question to you would be "How much would you have paid in energy prices if you had kept your old and very inefficient windows?

What people don't realise is that savings have to be made wherever possible, and some of these Pensioners are costing as much as £6000 a year to maintain. "Natural wastage" is God's way of dealing with such matters, though naturally your Government deplores such a callous dereliction.
